What is it like to attend this early years setting?

This provision does not meet requirements Leaders and managers have failed to make the necessary improvements since the last inspection and subsequent visits to this before- and after-school club. Children's safety, health, and well-being continue to be compromised at this setting. Leaders and managers do not implement safeguarding policies and procedures.

Staff do not know and understand the procedures to follow in the event of a concern about a child. Furthermore, leaders and managers do not ensure staff have the training to help them understand their roles and responsibilities. They do not ensure risk assessments are in place.

Leaders and managers do no...t ensure all staff are aware of the procedures for administering medication. Staff do not always know where children's medication is kept. This does not ensure children's health needs are managed effectively.

Leaders have failed to inform Ofsted of any changes that are likely to affect the suitability of the provider, which has had an impact on the running of the club and staff's ability to meet children's needs.Despite this, staff are kind and caring and form positive relationships with children. Children are happy to see their friends.

Staff provide activities for children to explore. Children concentrate as they attempt to weave colourful rubber plastic bands into a bracelet. They use their imagination as they play with small figures.

Staff help children understand the rules of the club. They give clear boundaries to children. Staff remind children not to run in the hall.

They remind children they have a set time on the games console and are clear what time they need to swap with their friends. Children follow the rules and are respectful of each other. Their behaviour is good.

What does the early years setting do well and what does it need to do better?

Leaders and managers do not ensure policies and procedures are in place to safeguard children. They do not ensure all staff know and understand the policy and procedures to follow or the action to be taken when there are safeguarding concerns about a child. Leaders and managers do not ensure safeguarding policies are reviewed and updated to reflect the current requirements in the 'Statutory framework for the early years foundation stage' (EYFS).

This compromises children's safety.Staff do not receive effective training and support to help them understand their roles and responsibilities. Leaders and managers do not ensure staff have an induction to their role.

They do not ensure that there is a named deputy who is capable and qualified to take charge in the manager's absence. This means staff do not have a clear understanding of their roles and responsibilities to meet children's needs.Records about staff are not recorded effectively.

Leaders and managers do not ensure the required information is recorded about the vetting processes that have been completed. This does not meet the safeguarding and welfare requirements of the EYFS.Leaders and managers do not implement effective supervisions with all staff.

Although staff undertake some training, such as basic safeguarding training, leaders and managers do not ensure staff receive appropriate support, coaching and training to help staff develop their skills. This does not support the continuous improvement of staff or encourage staff to have confidential discussions.Parents share information with the manager before children start.

However, this information is not always shared with staff. Leaders and managers do not ensure children are assigned a key person. Staff who are left in charge in the manager's absence do not know key information regarding the children.

For example, staff do not always know the full names of children attending. This does not support children's well-being.Effective risk assessments are not in place.

Leaders and managers do not ensure risk assessments identify aspects of the environment that need to be checked on a regular basis. Staff do not know which areas of the setting need to be checked. This compromises children's safety.

Staff do not always have access to medication children use. Leaders and managers have failed to ensure staff know and understand the policies and procedures to follow should a child need any medication or know where that medication is kept. This compromises children's health and safety.

Children are happy and comfortable in the presence of staff. They are confident to ask staff for help when needed. Staff get down to children's level and speak calmly to them.

Children enjoy racing cars to their friends. Staff provide pencils and paper for children. They talk with children as they draw pictures alongside their friends.

Children are calm and settled.

Safeguarding

The arrangements for safeguarding are not effective.There is not an open and positive culture around safeguarding that puts children's interests first.

What does the setting need to do to improve?

The provision is not meeting requirements and Ofsted intends to take enforcement action.
