Staff observe children and celebrate their achievements. It is not yet outstanding because: Staff do not make the best use of opportunities to support the younger and quieter children to develop friendships with the other children in the club. Staff do not consistently offer as many purposeful play opportunities as possible for children who prefer to play outdoors.
